About Us

Welcome to the California Ground Transportation Regulatory Group (CGTRG)

Founders Mo Garkani, Jack Nissim, and Mark Stewart are excited to introduce the California Ground Transportation Regulatory Group (CGTRG), a new non-profit organization dedicated to advancing California’s ground transportation sector. Our mission is to engage with key stakeholders, including the California Public Utilities Commission (CPUC), major airport ground landside departments, the California Highway Patrol (CHP), state legislators, and industry leaders. Through advocacy and collaboration, we are committed to addressing the unique challenges facing our industry.

Collectively, Mo Garkani, Jack Nissim, and Mark Stewart bring over 100 years of industry expertise. Both Mo and Mark have served as Presidents of the Greater California Livery Association (GCLA), while Jack has dedicated over 15 years as GCLA Treasurer and an Executive Board member. Their leadership and unwavering commitment to excellence have helped shape and elevate the industry.
